Why does Elswyer upgrade not include the previous expansions?

If you bought the game when it came out and upgrade, you only get the latest expansion.

If someone buys it for the same price (non-upgrade) they get the previous two upgrades.

Why doesn't the upgrade include the previous two expansions?

    Because it is and "upgrade" meaning you upgrade your existing game with the Elsweyr chapter.

    The little chart on the website explains what comes with what pretty clearly.

    Because people here whined endlessly about paying for morrowind, and then Summerset buyers got it for free a year later.

    That doesn't really answer the question.

    You're acting like I don't know what's included with what (I'm literally referencing that) and am confused about that, when I am asking why do people who have already paid for the base game have to buy it again just to get the expansions included... while those who haven't get it for free on first purchase.

    The upgrade is cheaper because it doesn't include the base game (which is $19.99). If you already have it, the only way to get a similar package is to basically buy the base game again... which is wasteful, esp. if you want to buy the expansion on multiple platforms.
