Shazah and Khali - did I miss a quest introducing them?

If I remember correctly they show up at the end of the Greenshade alliance quest just standing around then in a leadership capacity in the early Reaper's March alliance quest chain.
But I don't really remember anything where they are introduced to me as being special and therefore nominees to suddenly take the Mane's place.
EDIT: Nevermind I found it. It's determined by astrology.
