PTS difficulty (steam, different hard drive)

so ESO won't let me install PTS on my main drive, which is fine because it's low on space. So i figured I could just copy/paste the files to my F drive and launch it from there and it let me so I downloaded the PTS. now when i try to go in game it says it won't let me because i didn't launch it from steam. So i go to steam and copy the shortcut to the F drive folder into the "set launch options" part under properties, but that opens the launcher from C drive still. any way aorund this or am I just not allowed to go on pts.
