Broken Elsweyr unique items

Elsweyr unique items (meaning gear with a unique name) can be changed by transmutation, but not by changing the enchantment.
This is weird and obviously a bug.
Tested with Alfiq and Darloc Brae weapons on PC EU.
It is definitely not a case of overenchantment with a glyph equal to the enchantment already there, it is a case of "the context menu does not offer the enchant option".
Ask for screenshots if you need them.
