Well. I did a build on UESP before leveling my Necro and ended up not even using the same skills. I'm pretty sure I'm far from optimal, I just use what I liked during my leveling.

    Typical bars atm are—
Snb: Pierce armor, mortal coil, necrotic potency, heroic slash, hungry scythe, aggressive war horn
Destro staff: ranged taunt, spirit guardian, ele blockade, silver leash, beckoning armor, renewing animation

Depending on how much stam sustain I need, I’ll swap between mortal coil and agony totem. Expunge and modify is a good choice for debuff-heavy fights, and avid boneyard can be useful if you’re using a synergy-based set like alkosh.

Also, depending on the group/fight, I’ll swap between renewing animation and ravenous goliath (if I’m worried I’ll need to save myself at times) or pestilent colossus (if I don’t expect the group to need mass rezzes).

Stats are around 20k magicka, 22k stam, 40k health (imperial)

Alcast is usually what I go with but he's not the only dance in town...

My tank is doing pretty damn good it's just I like different feedback and I like trying combinations of different things then use process of elimination. My health doesn't really go below 90% on normal dungeons so I think I'm ready for vet dungeons now. I usually DPS so this is the first time I morph my char into a full tank

Leeching plate / bahara’s curse / grothdarr (or Chudan if you feel squishy)

Slot scythe, some taunt, and mass resurrect

You prob won’t die in norms and if your group dies you can res them easy. After that - trial and error to find what you like. Meta is for chumps.

Sets are Bloodspawn, Ebon Armory and Claw of Yolnahkriin.

SNB skills - Mortal Coil, Pierce Armor, Heroic Slash, Spirit Guardian, Necrotic Potency - Ultimate is Reviving Barrier

Staff (Ice) bar - Unnerving Boneyard, Beckoning Armor, Elemental Blockade, Blighted Blastbones, Ruinous Scythe. Ultimate - Aggressive Horn.

I would like to run Mystic Siphon for the Magicka restore just not sure what to drop for it.

    My reason for each skill.
Mortal Coil – For the stamina restore, the heal is nice but small.
Pierce Armor, Heroic Slash - are pretty basic on any tank build I use.
Spirit Guardian - The heal and 10% damage reduction. Reason for front barring is the Near-Death Experience passive since I am on front bar more.
Necrotic Potency - I like the extra Ultimate, the major protection is to short on the other morph. The only real time I need major protection is during some boss fights outside of some hard hitting adds in the new DLC's dungeons.
Reviving Barrier – for the Magicka Aid passive of 10% Magicka regen.
Unnerving Boneyard – Nice for the large area of Major Breach and Fracture. I use this before I taunt anything to get quick Major Breach and Fracture for the dps since they general start dpsing before I can get Major Breach and Fracture on everything.
Beckoning Armor – Major Resolve and Major Ward of course but I absolutely love the free pull.
Elemental Blockade – To keep enchantment up crusher enchantment. Staff is infused because of this. I probably would use a lightning staff over Ice staff if I had it. Maybe?
Blighted Blastbones – Honestly to make corpse to use.
Ruinous Scythe – A great heal if needed and overwhelmed. I have got over 30K heal from this just using it one time. Which is great since I only have about 36.5k health.
Aggressive Horn – For the Major Force.

Plus for info only I have like 22k magic and 24k stamina. Use 2 shield play enchantment on jewels and one magic reduction. Mundus is magic recovery. I have almost 1k mag recovery 800 stamina and like 300 health since I am a vampire as well.

This is one of my "off" tank builds. The intent is to tank effectively while dealing significantly more damage than the average tank. It does this :)

Note how Alkosh and Avid Boneyard interact. I can proc around 30k damage (without a corpse, more with) every time my Bonyard synergy is available. It isnt finished, I am still experimenting.

My build is Baharah's curse. Leeching Plate (With the talking shield). Stonekeeper.
And the reanimation ultimate. ~50k health.

I'm not an elite ESO player or anything, but I have a Khajiit necro tank that I've been having fun with. Have run some vet dungeons successfully, so I feel pretty good about it.

Running Undertaker, Warrior Poet, and Lord Warden, all heavy. At resistance cap. Health about 46k magicka and stam 18k.

Front bar is S&B with a taunt, totem, healing pet that absorbs damage, and revive ultimate. Back bar is 2H and a few damage dealing skills.
