Does Curse Eater Restore 1800 Magic if it removes 3 effects?

Having a hard time seeing if this can give the right Magic per Minute ratio of other sets.

Nope, it's a static 600 whether you remove 1, 2, or 3 effects.

It was very promising when zos changed it but people started screaming about how op it was, just like vigor now. The set is not worth runing imo.

I found use for it but there are too many things it doesn't proc with that I think it should.

A few things that proc it that shouldn't as well imo. Like should puncturing sweeps proc it? It does
