Will blight seed/Relequen stacks act as negative effect?

I was looking at that monster helm that gets increase in damage for every negative effect by 5% up to 150% obviously this has crazy potential but how does one get 30 negative effects on an enemy??
So my question is, will these stacks work with this set?

✭✭✭✭✭I think it depends on what "negative effect" means. Does that mean a named debuff or will any damage ability do? And does each player's stack? If 4 DPS have applied "Burning" to enemy is that 4 negative effects? If those 4 DPS each also have Soul Trap and Entropy ticking away on boss, do those count? For each player? That would be 12 negative affects already. If stam DPS all have Poison Injection and Trap Beast and a bleed ticking away? This could add up quickly if individual DoTs count as negative effects.0 -

✭✭✭✭✭Nope. They are one debuff. You dont get 30 debuffs on an enemy, the whole raod together does.0
