Gamepad UI gets stuck on LEFT

Playing as normal, but gamepad UI gets stuck on left-stick LEFT. Cannot determine a specific trigger. Only happens maybe once per 8-12 hours of play time. Maps pan all the way right, opening banker to deposit/withdraw gold is all or nothing, cannot move cursor to the right. Only way to fix is to close ESO entirely. Reloadui does not fix; character relog does not fix.
I've tested my controller, it is working correctly when this happens. Disabling gamepad mode is not an option for me.
