Answer: I Doubt It and if they really cared would of done something about it by now.
What is really sad is I have lost count on how many threads there are in ZOS' forums not to mention other forums on the internet that have complained about the lag issue in ESO.
Kind of, they know and they do mention it. However they don't acknowledge it every time it comes up.
I think most of the devs you speak to will normally agree it's there and an issue (they would be stupid not to), they just don't tend to post on the forums at least until they have new information they feel is worth sharing.
With Elsweyr being on sale I considered buying it, but decided, “What’s the point?” Why level and gear up a couple of necromancers when Cyrodiil performance will make playing them an exercise in frustration? I’m not spending one more cent on this game until ZOS does something about performance.

200k gold says its because they overloaded animations to make them prettier and dog-piled the servers with physics related calculations like light rays coming off abilities in addition to the AOE healing checking for 6 targets in a 40man raid lol.
