Can't stealth

Does anyone know the reason why a Nightblade can't stealth. I am a poison build based off swamp raider and marksman. I open my attacks with bow ability (Lethal arrow) followed by poison arrow. Now before you tell me that poison arrow will bring me out of stealth, that is false. My friend runs poison arrow and he stealths fine right next to me. I also have to spam cloak to get away and once I'm away ....in which I have no dots on me or guards around me or that have notice me , in fact I can be fighting in the open field of Cyrodiil......but anyways once i spam cloak to get away, I can get behind a rock or tree and constantly try to crouch and keeps saying I'm detected, oh and by the way IN COMBAT. I am at a loss of whats going on and for some reason all the information I provided above was not enough for the tickets I have submitted over and over. Does anyone else have this problem?

On my NB, having any kind of dot on someone keeps me from cloaking.

yea thats not the case for i run poison arrow which applies a dot and my friend does the same thing but he stealths just fine

Yes, I can confirm this problem occurs most of the time in cyro even when not in active combat (No Dots, not in vicinity, no nothing), like you would be in combat with an unknown entity miles away from a keep or a resource. I think there is especially a problem with pets/guards, once engaged they will keep you in combat till they die (does not matter where you are) and sometimes bring you back to combat when they respawn (how messed up coding is that)

Yea i made a nightblade to be sneaky in cyrodiil and gank people, yet if I dont kill them on my initial combo im screwed. I have asked Zenimax over and over in tickets to look into this but get nothing from them.
