Sealed Imperial Summons Bug

I have the 'summons' in my bag but clicking on it tells me I have completed the quest (which I have); however the summons will not show up in my Lore Books as an achieved book (Elsweyr Epistles and Almanacs still shows 0/116). Is this a common bug or do I need to do something else?
