PvE Tank: Frozen Watcher Build?

PvE Tank (DK): mostly pug dungeons including DLC vet dungeons
Not PvP, not vet trials, not elite guild runs. Mostly pugs and some medium skill player runs.

Wondering if anyone has been using the Frozen Watcher armor set for tanking.

Heavy Armor - Meridian

LEVEL 50 CHAMPION 160

(2 items) Adds 1096 Max Stamina
(3 items) Adds 1206 Max Health
(4 items) Adds 1096 Max Stamina
(5 items) Summon a blizzard around you while blocking, inflicting 1230 Frost Damage every 1 second to enemies within your blizzard. Your blizzard has a 15% chance of inflicting Chilled on enemies damage.

    In terms of resource management, the set works the best when you back bar Frost Staff, @TankHealz2015. That way you can manage both Stam and Magicka pools pretty efficiently.

    But, you have other activities as a tank ... taunting, mechanics, keeping the boss out of harms way. In other words, you can’t block forever.

    I didn’t like the set for that reason ... but maybe some other players have had a different experience.

    Good points about doing all the other tanking tasks that involve not blocking. Hence, not keeping up the frozen whirlwind effect full time.

    Im just surprised no one else has experimented with this set. At least for non-meta fun runs on easier dungeons.

    It does look cool. (pun?)

    you can keep it up a very large amount of time. block casting is still a thing

    Permablocking is a lot less popular than it was a couple of years ago. Especially since you are mostly interested in mid-level content where permablocking is not needed at all. Your fun mileage may vary of course but from pure perfomance standpoint this set just does not work. And sacrificing a 5-piece for something that can be achieved with frost blockade? Eh.

    wear it, love it, have fun with it, had no problems completeing vHM AA , HRC, SO , MoL, AS CR+0 so far. go with your playstyle and as long as everyone is alive and they complete it they dont care if you were naked the whole time.

    It sounds lovely, but I do not like it because it is only active when blocking. I have been in content with some tanks who seem to block endlessly, and do little else. If that is the way a char is built then this set could be great.

    However my tank builds are more dynamic and I am rarely blocking other than to survive the big hits/mechanics, so It'd be a waste.
