How does provisioning recipes work?

I have Orzorga’s Smoked Bear Haunch recipe and it is at level 1..... Would I be able to use this recipe? My character is at level 346 and I am already a master chef. I just don’t understand the levels on the recipe. What does level 1 mean and I think I am confused. Lol Can someone explain this to me?

Level 1 simply means it can be used at any Provisioning level.

So, any character can make it when learned ... though you’ll still need to have gold quality recipes unlocked in the passives.

It’s not like the majority of recipes that unlock at a specific Provisioner Level.
