Go there and do the repeatable quests. But you have to have the dlc's or eso+

Currently there is the Thieves Guild/Dark Brotherhood event going on. First you need access to those DLCs. Then to get event tickets you need to do the dailies from the quest givers in the refuge/sanctuary. You unlock those by progressing to rank 2-3 and completing part of the guild questline.
