150% XP scroll not giving 150% extra XP

Issue is on Xbox NA
This happened on my khajiit dragonknight named Smol Spoon
Have only tested with one scroll on one character; I'm not prepared to waste perfectly good scrolls to test.
Boyfriend and I are leveling characters. Due to a miscommunication, we ended up with him on a 50% scroll and me on no scroll. After ~40 mins of his scroll, I decided to use a 150% scroll to catch up.
So, the situation was:
Me on level 24 with a 150% scroll on
Him on level 25 with a 50% scroll on
We were grinding zombies
We were both wearing full purple training gear, I had a purple training destro staff and he had purple training S&B
After ~50 mins we were both half way though level 29. This caught my attention because I thought that I should have been ahead. So, I wanted to test.
I know these higher numbers are rounded, but what they should be for the 150% is WAY off.
We killed 3 zombies.
He (50% scroll) got 1300 xp
I (150% scroll) got 1500 xp
I waited for my scroll to run out to test base xp. We were still both level 29.
We killed 2 zombies:
He (50% scroll) got 834 xp (417 xp for each zombie, appox 278 when you minus the scroll boost)
I (no scroll) got 568 xp (284 xp for each zombie)
According to my maths (saying that one zombie kill at level 29 with all training gear works out to about 280 xp before scrolls) then the 50% scroll is doing about what it should. But the 150% scroll is WAY off. Killing 3 zombies you'd expect to see somewhere around 2100 xp and I only got 1500. The 150 scroll only gave me ~75% boost.
I know I only actually tested it once, but that's all I could do because the scroll was about to run out and there wasn't time to both get to 30 and test again.
Either my maths is terrible off or my 150 scroll only gave me half the xp bonux that it should have.
