So basically, with the new patch with the new Springs/Orb changes you screw over the healers and the offtanks. Not to forget the trials in which you, dear ZOS, decided it would be impossible to pass the boss without overheal or group spreader out, hence in need of heals/resources in different places on the map.
You did all the shield changes saying “Oh, healers gotta be more viable!” And now just making them a slightly useful decoration to the group.

    Alternately, tanks can stop squishing down by wearing DPS sets, healers can focus on healing, and both tanks and DPS can take responsibility for their own sustain by heavy attacking.

    Did you play Morrowind? Heavy attack sustain meta almost killed this game. Literally, no one played.

    *gasp* You mean people might have to just play their roles instead of trying to be gud at everything? That sounds terrible!!

    Since this game lacks tanks and healers, it might not be the utmost clever move to mock them.

    Well, no need to rage: They still don't play their own game.

    At least now I know that I don't buy the next chapter. I will just cause unpaid server load. >:)

    Unintended consequences methinks. My healer's first cut on the proposed changes is the throw away her resto staff, go dual destro staves and become a dps with a couple templar self heals that might sometimes help allies around her a bit. I don't see anything in the changes that make healers more useful to any group. And, as a healer, the changes appear to suck a great deal of fun and flexibility out of the role. As I said though, that is just my first cut and I'll anxiously hope for some serious adjustments to the nerfs based on PTS feedback.
