Is there an add-on that shows the quests that you can get in an area? I tried "Quest Map" but I keep going to the places it has marked and there is nothing there.

Should show you quest marker and you can control look and what it will show. Some setting is account wide and other you need to set up for each character. For fishing I would recommend to use Votans Fisherman. It will create icon for where you have found fishing spots and it is best to not use Destination fishing icon at the same time (get too messy on map).
Don't forget that when you open your main map, that there is a filter section where you might have disabled quest marker. If you don't find quests it might also be that you haven't reached steps that make that quest active yet.
