Need clarification about major expedition buff

Didn't they say in previous patches thats major expedition duration is too long and need to be shorten so they some kinda normalized their *** to be max 4 sec.

what the hell happened ? why did they skill give 7 sec major expedition buff?

Elude (morph): Each piece of Medium Armor now increases the duration of the Major Evasion by 2 seconds, up from 1 second. Elude also increases the duration of the Major Expedition, but only by 1 second per piece of Medium Armor.

so that's 7 sec buff buff with full 7 medium armor pieces that can be used by nightblade to cloak recover and go back to fight. that *** the normalization rule they set

This *** balance should be changed to 0.5 sec per piece of Medium Armor

Medium NB's run 2h bow, why use elude? Much better to go shuffle for the snare immunity. Also the normalization for major expedition skills to be 4s is the exact reason why they all suck. 4s is too short of a duration for it to be useful (outside of bow roll dodge). Elude will be good for builds which have a form of snare immunity and do not run bow back bar.
