I've come to the same conclusion. I'm going to hazard a guess and say that for boss fights, the reason for this is because it's much cheaper to cast?

This is correct, yes.
Flawless Dawnbreaker is slotted on the front bar (typically Dual Wield) to boost your Weapon Damage by 8% and help your overall damage, since most of your time is spent on this bar. If the boss/NPC in question is Daedric, Undead(?), or Werewolf, I believe it's also worth it to use there because of the Fighter's Guild passive that increases its damage against those targets by.. 20%? if I remember correctly.
However, do keep in mind the sweeping changes about to take place in this game in the next month or two. Dawnbreaker is getting a cast time, losing its weapon damage bonus (so the 8% you get for slotting it now will go down to.. 3%? thanks to the FG passive alone), and will likely fall in to never being slotted on the front bar again.
For Stamblades, this will mean main barring Incapacitating Strike, or possibly Rend.
Basically, what I'm saying is.. if you start trying to master the class right now (which is a good thing to do, don't get me wrong), everything you learn is likely about to change when U23 goes live.

This is correct, yes.
