Ok I think I screwed up and now I have no way of getting this achievement. I didn't speak to the bloody bailiff so now I think I'm ****ed. Is there a way to go back or is this going to be one more of many many game screw-ups? Between the book disaster (quest books not available after quest is finished to some books NEVER spawning to begin with)...

    Same; Bailiff never spawns, nor the Argonian.

    For me, turned out that I needed to complete the Murkmire DLC encounters "surreptitiously shadowed" with Chioxth in Murkmire before she would "move on" to Summerset and be "available" for interactions with the Bailiff.

    For what it's worth - she mentions at the end of the Murkmire encounters that she may meet you again and that your common service to Sithis should likely remain the bond between you.
