With the increased cost of the magic necro rotation coming, does it feel like they're trying to force the Perfected False God set onto player's?

The mage got a cost increase, but the siphon got its cost removed. More or less balanced out. Besides, with the new scaling, magcro can use the exploding morph if they do not need the (tiny) magicka regain from the other morph.

Mage also got a greatly needed damage increase.
I’m actually really happy about the siphon change, I’ve been hissing like a deranged cat about stamina getting an exploding one since I first saw it.

It's a nerf in most cases, yes. I think their goal was to remove the exploit of killing off your own summons halfway through the duration to generate a corpse early. With these changes, you need to let the pet do its job for the full 16 seconds - the cost increase won't be as bad, then. As for Tether and Siphon, removing their costs made sense but the nerfing the resources they return was wrong - Warden's Netch returns 4800 Magicka/Stamina over 27 seconds for FREE and has no other casting restriction by comparison. Corpse abilities should return a lot more resources and do so over ~20 seconds, not a paltry 12 seconds where it conflicts with other corpse needs.
