Power Bash rework logic

I would have always liked a reworked version of power bash (morphs) to make it a spammable damage skill (since i love shield bashing people in the face) - But this only makes sense if 1h+S is a viable damage option for pve or pvp...
But since they basically made it clear with the damage reductions that 1h+S is only intended for tanking - what kind of sense makes that? Why would a tank slot it? And shouldn't it then rather be reworked into a tanking ability (for example applying minor vulnerability or minor fracture/breach or whatever)??
minor vuln would be pretty nice for a tank...
and i dont see the new morphs being used by anyone pve or pvp or am i wrong?
