I can count on one hand the amount of times I've seen an alliance population above low in IC, and I've never seen a large population on ANY faction at ANY point since the patch. IC is dead enough as it is, and with one IC at least there would be some activity, rather than one campaign where people are going around flipping flags for AP and one campaign where an alliance is farming telvar.
Plus it will give me something to do when Vivec or whatever name they gave it now is too laggy to play.
