but the health /magicka / stamina is totally different. the stats is much more higher than the high level character.

Level scaling. Below 50 characters are boosted up by level scaling so they can compete in the CP160 world of Tamriel.

Yes, your base stats look fine for a CP160+ character.
You can't really compare stats with a low level <50 character since they are scaled and boosted.
