The discussion title sums the problem up.
This issue started after the first patch following the Elsweyr chapter release.
I've tested traveling from other wayshrines outside of Northern Elsweyr to destinations within Elsweyr and have not been able to duplicate the bug.
It seems to occur at all hours of the 24-hour cycle. As I write this, I am relaunching ESO due to the bug.
Yes, I've rebuilt my PS4 database, flushed the router (not literally) and so on. The bug persists.
