[Spoiler] Salas En versus Ne Salas - supposed to be mirrored story?

In both cases you can close the portal, but Salas En is AD invasion into Alik'r but Ne Salas is DC invasion into Grahtwood.
Given Stibbon's Misplaced Sash at the latter, I would think these two delve stories should have been related events?
Ne Salas could have come before chronologically except would the AD ship altmer all the way to Grahtwood when they could just send in bosmer.
