Help for reduce blinding skills effects please.

Hello ,
I'm looking for a way to reduce the blinding and overly bright effects of a number of skills, like:
PvP purge, many Templar skills, some warden aoe, many sorcerer skills ,ect ...
Especially in dark places, I find it's quite unpleasant visual effects.
Would anyone know an effective way to modify these settings in game?
With some addons, advanced settings or programs?
