some are some are not, its one of the biggest problems in this game

yeah, I found about that while I was trying to calculate my damage reduction %

Only additive/subtractive areas of mitigation:
- vulnerability subtracts from % based mitigation (evasion, mist form, sets, undead, protection, etc)
- crit hit dmg sources
- crit hit dmg resistatance sources
- block based mitigation (but not base block)
otherwise it still follows multiplicative rules because the adding/subtracting happens to determine 1 number that is then multiplied against incoming damage.
Conversely, spell/weapon dmg buffs are additive as well. Templars can get 30% extra spell dmg, DK's 30% extra weapon dmg. But its still 30% of a flat value.
Almost nothing escapes this game's multiplicative nature.

Just give it up. ZOS is going around and fixing these sets that when added together give an unintended advantage. Being able to sprint for free and get a bonus to magic regen, was an unintended bonus.
