Was there a change to allowing Dye Stamps to be bankable?

I just received the Lvl 32 dye stamp reward. When I try to put it my bank or in a storage chest I get and error that the operation is not allowed. I have a couple of others in my bank from pretty long ago so don't understand why I can't deposit this one.

✭✭✭✭Everything you get from the level up rewards is character bound. I imagine it is to stop people from leveling toons, getting the free stuff and then deleting the toon to either stock pile the stuff or to sell for profit.1 -

Thanks. That makes sense though I think it would have been better to make glamour items account bound.0
