Does the new 21mil Dummy provide Magicka Steal similar to Ele Drain?

I know it provides the debuff, but does it also provide the resource return?

I think not, and I think it doesn't even apply Major Breach nor Major Fracture.

Yes, it does apply magicka steal. The only things it doesn't apply are minor courage and major vulnerability afair

It applies pretty much every buff and debuffs you would expect from your tanks and healers and members of your groups. It includes major fracture major breach alkosh minor berserk and a big list of other things including ele drain

Could you please post proof/screenshot showing Major Breach or Fracture are applied? I don't see them anywhere, not in Combat Metrics, not in game debuffs, not anywhere.
 
I tested in regular 3m and 6m dummies and Major Breach and Fracture debuffs are shown.

It doesnt apply any penetration but the boss resistances are already set to 0. Also yes it has magicka steal applied

I’ve been looking for some kind of list that says everything about the 21 mil dummy.

Those are the debuffs it provides you. It provides Alkosh, Major and Minor breach/fracture, infused crusher( torugs too if I recall someone talking about it) minor vulrn, Provides off balance when it can be provided, and engluffing. It also provides magic steal as seen in the below image

The reason it says your penetration is low because of the same reason when you are not in a group with someone providing the debuffs to the boss. On that dummy (and solo parses with no fracture), I have 6k pen, but If I had a templar tank friend provide all the debuffs, Alkosh, infused torugs crusher, minor and major fracture, in group with me; then penetration would be closer to cap.

Combat metrics is great but it is not perfect. Use other sources.
