Prisoner's Rags/Darkstride - bugged? + wrong food buffs

I was running Darkstride and Prisoner's Rags on a Stamsorc some months ago, which gave me 0% sprint cost (rightfully so, looking at wording: 50% +50% reduced sprint cost, equals 100%).
Now I tried that combo last night, and it doesn't work anymore. I do have a sprint cost now, it's pretty small alright, but not zero. And yeah, it's pretty game breaking for this build. And I might as well switch out Prisoner's Rags for Desert Rose if this is intentional (or simply come up with something completely different, loved that build...).
Question is, is this the result of some multiplicative/additive "fix" for set bonuses (i.e. 50% reduction + 50% reduction of 50%, which should equal 25% spring cost in the end), or is it simply some sort of bug? All my toons are bugged btw. now. I don't get correct food buffs for any food, I get like 2500 something stamina, and 270 something stam recovery from Dubious Camoran Throne for example. All foods/drinks follow similar patterns.
