STILL getting stuck in movement speed debuff

It has been happening several times a day when I play. It's like I get the movement debuff and it doesn't go away until I either:

1. Die
2. Load into another screen
3. Log out

This can happen anytime. It has happened when I fast travel and immediately stuck in the slow motion walk or it can happen right after attacking ads. No icon showing the movement speed debuff on me. It's not my controller (I tried different ones). This does affect me while on my mount. When I hit the sprint button, all it does it makes my character move ever so slightly forward but then immediately back to slow walking. Doesn't matter what class I am on as well...happens on my MageBlade, MagNecro and MagDK.

This has not happened to my boyfriends account so it has only affected my account so far.
