Slight Elswyyr spolier (sorta) question

Has anyone else noticed the NPC "Deca Dezno"? I can't find any background info on the NPC or their purpose. Does anyone have any info?

I haven't Blue, but I don't spend a lot of time there; not doing the quests yet, waiting for the population to level out some.

I wish she had unique dialogue if you managed to get up there, but she doesn't.

I too wish they gave her some unique dialogue, or at least made it so we could use the blade of woe on her. It'd be weird killing myself.
