How does my Character not know how a Dragonhorn works?

I mean, cmone, I used that thing the first time i arrived in Elsweyr, and now the best my Character can guess is "It makes noise, like any other horn"?

Damn, Argonians seem to have a real bad long term memory...

    If you did something during the tutorial, then only those with new characters I believe can access that story element. If you enter a new chapter on an established character you don't get the tutorial story part so you effectively have never done anything of the sort.

    Granted, I'm not sure if that's relevant here as I cannot recall if you 1st encounter the horn during the tutorial (I do remember something about a dragon when I did it briefly on my necro).

    in the Elsweyr tutorial, you use (and break) a Dragonhorn in order to ground the dragon who's attacking the school.

    It was a little silly, IIRC.

    Khajiit student: "The Euraxians are searching for a relic! IDK what, though.

    Another Kahjiit Student: "You should use the Dragonhorn!"

    Me: "I think I know what they are looking for..."

    I've noticed that even on a character that's played through all the vanilla content the option to ask who so and so is remains present despite having already met them. Probably there for people who haven't played the content in quite some time to refresh their memory. But there are still some instances where recurring characters don't seem to remember us at all. The Vanos siblings in CWC don't seem to acknowledge that you've met before despite interacting with them in the EP storyline numerous times. So yeah, continuity is weird sometimes.
