Party Planning Quest Disguise Bug

At the end of the Eastmarch quest "Party Planning", you are required to equip the Dunmer Cultural Garb. However, attempting to equip it removes it from your inventory. Speaking to Rigurt then prompts you to retrieve another from the bag next to him. The quest seems to be stuck in this loop.
