In the past (back when it was on ps3, and ps4 didn't exist, so way more than 2 years ago) psn went down for a whole month. It is stated on many websites right now that approx 80 to 85% of PSN users cannot log in into the services and most of the 15-20 that can have issues.

If you cannot log in, the ESO server cannot give you credit for logging in if you didn't actually log in. It's not really ZOS's fault if Sony's network is down.
