In the meantime you may could try picking a pair of shoulders that are visibly insignificant.
I was looking through them and the honor guard shoulders for instance are just arm guards and don't even have anything on the shoulder. Though you have to do black rose to get them - which isn't as accessible as some of the other content.

Medium Mercenary is one shoulder only, and rather small. And for that specific armor, may I suggest Daggerfall Covenant ? Medium, I believe, not entirely sure. Small metal-looking pads that fit pretty well with the metal part of the fang lair chest.
Taesci (spelling) Light Shoulders are more Upper Arm Bands and pretty much dissapear into the outfit if they are dyed right. Anyway, almost all my characters have that shoulder just so I don't have to look at them anymore

Cant hide them. They are part of the chest. Those are a design decision. You can only ask for more motifs with less significant hip protectors

Terrible design decision though. I know that traditionally heavy armour cuirasses may have come with tassets, but they should not have included them for light vests and robes.
