PS4 NA Multiple quest givers and objectives bugged since Elsweyr

Currently I'm unable to advance the Fighter's Guild questline, which I've done on five previous characters. I finished and turned in Proving the Deed. Neither Aelif nor the messenger are appearing in Rawl'kha despite re-logging, reloading ui, changing zones, going back to Malabal Tor. I just rebuilt my database but don't know if that's going to help.
This isn't the only quest that's been buggy since the update. Earlier today I tried to do the delve quest in Black Vine ruins. The guy that I'm supposed to escort to safety never walked along with me, despite getting the circle at the end of the delve where I'm supposed to deliver him to. Ended up abandoning the quest because it's just not worth doing.
During the Harborage quest where I'm supposed to free Abnur Tharn, Cadwell is supposed to run ahead and release steam. He stopped after the second one and would not advance to open the third so I could go through the gate and do the quest. I had to log out and fail the quest in order for him to do what he was supposed to do.
These are only three of multiple instances of quests not advancing properly. I hope this information will be helpful in looking into the issue.
