How do the dragon's aggro in Elsweyr work?

When fighting dragons in big groups I've noticed that most times any players attacks will randomly draw aggro to different players in a short period of time. Sometimes the dragon full spins to multiple players throughout the fight. This makes it difficult to see which side of it's attacks is truly telegraphing. Other times there will be only one tank there and with enough dps, will never go into a flying phase, which is kinda nice and makes the fight more fluid though a bit boring. If there are multiple tanks/taunts, do the dragons have a shorter cooldown period then relapse free aggro?

In this fight, no telegraphs or visual indicators appeared in the animation. Dragon was facing me but tank next to me held taunt. It never spun around to another player but somehow I got both headbutt and tail swiped simultaneously. Other times i'll see the wing thrash raise towards me, but the opposite side takes the hit. The whole 360 dynamic fighting is pretty new it seems, so I can imagine it is not perfect with less than ideal or unorganized roles.     Dragons are intelligent.

    Being able to hold taunt for 100% of the time is a pipe dream.

    Similar to Drodda, the main boss in Direfrost Keep. Every once in awhile she breaks taunt to do the absorb health beam mechanic ...

    because some enemies can break aggro for seemingly no reasonat all one thing ive noticed Dragons tend to go after players with high dps

    No, I understand that enemies/bosses can break aggro; sometimes by cooldown and taunt swapping, and sometimes by simply coded mechanics of certain fights. This particular instance I'm referring to is within a short few seconds. I dont know the cooldown time but I off-tank on rare occasions and have the timer UI prompt/add-on. I'll analyze more fights as I might not be seeing inner fire or piercing as a hard taunt in the mix. Perhaps that is the case and said dragon is getting mutiple soft taunts. Like someone said high/top dps could be a factor; e.g.: dps drop suddenly if you have to stop your rotation to follow a mechanic of boss attack, and the next highest dps could be allowed to follow its rotation and climb towards that aggro. The telegraphing/animation indicators are another issue on its own but I was just curious if Zos added some special AI element to their aggro system for dragons is all.
