A question about this Sorcerer guide

Hello,

I've recently been looking around for a Sorcerer guide and found this one on YT. While watching this guide I noticed the player has the skill tree (K) open and is able to change morph options from within the skill tree. Now I know there's locations that allow us to reset skills etc, but how is this playing doing this? I also noticed there's a minus sign (-) and an arrow pointing left and right on the skills? Is this an addon or skill of some kind? Or on the test server?

This would be helpful to know as I'm currently in the process of leveling a Sorcerer and would like to test a range of skills etc out without the cost of resetting my skills.

Looks like the PTS. That's the most sensible place to show the options, as a character on live already has those options locked in.
