Stealth removal of inventory from npcs that used to have them?

So, I was farming Rimmen pickpocketing since drop, and now I've noticed npcs that HAD items in their inventory now carry nohting. But not all of them, some remained the same. My guess is the ones that were easy to safely kill without being seen were nerfed. But if this was the case, I saw nothing about it. Example: Surerdaren. I stole cat litter sand (eww, by the way) from him a couple of days ago, and now he has nothing when he spawns. What gives?

Too many times I'll kill someone with my Blade of Woe, and they have nothing to loot at all.
I find that hard to believe when the guy I kill is a warrior.
He should at least yield a piece of armor or a weapon.
I don't even get a 'Pockets Empty' msg.
I especially hate it when I've logged into an instance where I get nothing to loot from anyone, (sometimes all the containers have nothing in them, too.).

Even when I don't use a BoW, but directly kill some badguy who was fighting me with weapons - I should at least find a worthless weapon or armor I can choose not to take.

It’s a known bug. Sometimes I’ll kill npcs with the Blade of Woe, and they will respawn empty every single time, until you zone or log out.

Really? But I could swear they are empty when I come into town, too.

Could be that someone else picked them clean without killing them. That happens a lot.

What bothers me more is opening a closed container, watching the lid/door open, and receiving nothing.

Yeah that is annoying. I thought of the whole other people pick/pick/pick no stab, but given what I've seen I don't think that's happening here.
