I noticed some weird numbers on various set items in guild bank when inspecting with sub-50 characters. Unless otherwise noted, the following samples are CP160 items viewed by level 3 character. Most of the items were blue quality; green and purple quality items show identical values.
Bahraha's Curse
(4 items) Reduces your damage taken from environmental traps by
23% (instead of 40%).
Syvarra's Scales
(4 items) Reduces your damage taken from Guards by
11% (instead of 20%).
Leki's Focus (CP160 and Lv40 items show same values)
(5 items) Reduces your damage taken from area of effect abilities by
14% (instead of 25%), but the damage and healing of your own area of effect abilities is also reduced by 25%.
(Yes, the second number actually stays at 25%. As if the set wasn't terrible as is.

)
Shield of the Valiant
(4 items) Reduces your damage taken from Players by
2% (instead of 5%).
Morag Tong
(5 items) When you deal direct damage, you cause the enemy to take
5% (instead of 10%) more damage from all Poison damage abilities for 5 seconds.
Light of Cyrodiil
(5 items) While you are casting or channeling an ability, your damage taken is reduced by
8% (instead of 15%). ...
Bastion of the Heartland
(4 items) Reduces your damage taken from Players by
2% (instead of 5%).
(5 items) Reduces your damage taken from Siege Weapons and Player area of effect abilities by
11% (instead of 20%).
Buffer of the Swift
(5 items) Reduce damage taken from Players by
5% (instead of 10%).
Beckoning Steel
(5 items) Generate an aura that causes you and 11 group members within the aura to take
5% (instead of 10%) less damage from projectiles. ...
Dreugh King Slayer (old BoE CP140 item)
(5 items) Gain Major Brutality at all times, increasing your Weapon Damage by
27% (instead of 20%). When you kill an enemy, you gain Major Expedition for 8 seconds, increasing your Movement Speed by 30%.
Steadfast Hero
(5 items) When you cleanse a negative effect from yourself or an ally, gain Major Protection for 5 seconds, reducing your damage taken by
17% (instead of 30%). ...
I also checked with a level 36 character. With that character most of the above values were correct, but others were wrong. For instance Cyrodiil's Ward showed Major Defile 34% (instead of 30%) and Fasalla's Guile showed Minor Defile 17% (instead of 15%).
