Why so many locked doors in Elsweyr?

Part of what I love about Elder Scrolls is the true open world feel...you can explore any and everything. But the new Elsweyr release has so many locked doors it feels unnecessarily restrictive. I imagine development time (or lack thereof) played a part in this, but it really ruins the immersive effect of the game to see a building, run over to check it out, only to find a giant padlock on the door barring you from entry.

    There are many mmo's and other games that have buildings you can't enter. Real life for another example.

    If you find doors in real life you cant open, that just means your lockpicking and stealth is at a noob level!

    I've noticed Elsweyr buildings in towns towns seem to have a lot of doors in general, and the overland towns and settlements seem to have more structures scattered irregularly than the ones in base game. That means a lot of potential interiors to map and keep track of in the game. So the devs are probably trying to split the difference with making the locales bigger and appear more busy and alive, but still keep the overhead within reason. There are still plenty of doors with locks to pick and things behind them to loot. (I will say that the Gold Coast and Hew's Bane have a LOT of buildings that can be entered and looted, but they're also notably in smaller zones -- so again it may have to do with how much the area can be loaded up with interactables.)

    I will say that from when I poked around on the PTS to now in production, it feels like there are a handful of more places that can be entered. Most likely one or two spots peppered into groups of otherwise locked-off doors so it doesn't feel so limited. It also may be that there's still the same number, but they were shifted around better. Either way, Elsweyr does a better job of scattering "residential" structures around (more like Kvatch and Abah's landing) and avoiding the problem in the base game where the "residential area" is always restricted to three or four near-identical houses in one or two pre-fabbed clusters per city or town.
