They're replicas, thus removing any existing lore requirements.
For the most part, they're there if you have a particular affection for a certain style, but they were never really intended to affect gameplay, either with intrinsic power or exposition dialogue.
Crown Store is fine for most of them. Meridia never agreed to the Coldharbour Compact so Dawnbreaker has a more breathing room for in-game interactions.
It doesn’t make sense for everyone to be carrying the one and only epic weapon. And there would be an outcry if there really was only one account who could wield an artifact. Making them replicas is the best way.

It's not the replica part that bothers me, it's the fact that they're locked behind a paywall.

yes I know this thread is about earning things in game. So far Zos has shied away from that and their customers are happy to pay for more customization. Thankfully these arent status symbols like in other games where people were literally waving their “ego sticks” around. We have more than enough of that with titles, skins, and maelstrom weapons.
The majority of their audience just isn’t that... competitive/braggadocio.
Every time someone puts a bratty thread up, it’s inundated with salt. Every time.
You may say “locked behind paywall” and others will say “locked behind content they will never play”. That’s why the Meridia skin was lower requirement than the others. Hard mode vet dungeons and hard mode vet trials are not that popular, Zos has the numbers on that and their current trend reflects that.

The crown store dungeon boss weapon packs are plenty enough variety for me. Those you can dye.

I just got a new sword style in elsweyr the other day.
Wish they would refit some of that to older quest completions tho... but who knows, maybe they might, someday?
