You have to understand the ZOS timetable...
It takes a minimum of 3 months to identify something isn't working
It takes 3 months to determine if the issue is a bug or an "unintended feature" (usually depends on if it's an easy fix)
bug = something we can fix if we can be bothered to find the time
unintended feature= something that may be fixed but would require too many resources to be diverted from cash shop development
Another 3 months for the first "fix" which may in fact break it further
Another 3 months to fix the fix
So, in answer to the question, 9-12 months.

Megcro pve dps is worse then magden who was already the last one in line for dps. Guess its a warden buff lol.
Blast bones getting confused with pathing and often make a smal talk with its targets before they explode. Impossible to get a burst up when Explosion is so random.
Corpses despawning really fast and are hard to target. Corpses even despawn sometimes when you have an active tether on them ( damage skill wich only works with corpses).
No real class CC.
Armor buff feels weak compared to other ones like hurricane, vol armor or rune.
Overall class feels clunky and needs much more work.

I don't think they abandoned it. I think it is just on their to-do list behind other bug fixes. That's the impression I got with the recent wave of bug fixes, anyway.

I suspect it's more a case of wanting to see how the class feedback fares on console before making across-the-board changes, as well as giving all types of players the opportunity to try the class out more fully rather than simply reacting to those who leveled to 50 in a week.

Or the month and a half on PTS where theyre...ya know...supposed to test stuff
