The tank meta is more prevalent than ever and server performance is worse than ever.What is the state of ESO? I haven't played this game since November 2017, I stopped because small-scale and solo pvp weren't fun due to either a lack of damage, or everyone I'm fighting being tanks.
So 19 months later, has anything changed? Is damage still not high enough and/or is everyone a tank? Is the PvP performance still the worst performance of any AAA game released in the last decade?
Performance and stability are still abysmal and tankiness does indeed still rule the day. Teamwork can overcome the latter. The new super weapons are intended to bust up immortal ball groups and that sort of thing, though I have not tried it/them yet.
Someone else would have to comment on solo pvp.
I mean if you want to write off the entire game just cause PvP has issues, you can....

Cyrodiil still has lag and significant combat-breaking bugs. The 30-day Campaigns are now Faction Locked, but that hasn't much impacted primetime performance from my perspective.
Battlegrounds still has queue bugs and MMR issues.
There was some super tanky player in BG today my whole group together didn't cause any damage at all

I play daily with no issues, for what that is worth. Both pvp and pve. PC/NA.

But if you're into TES themed MMO cosmetics that you can loot from RNG crates you buy with cash, then it's the GREATEST GAME EVER!!! By far.

I unsubbed from WOW over 4 months ago and have since uninstalled it. I LOVE ESO. It has issues, as any game with a few million people playing it will.
The story lines and quests are extremely well written. You can actually form "relationships" with the NPC's you encounter during quests that make you happy or sad with the outcome of said quest.
There is never a shortage of things to do - crafting, delves, caves, dolems, random encounters, world bosses, public dungeons, regular dungeons, achievements for damn near everything.
It's beautiful! The first time I came upon the ocean I sat and stared at just at the colors, movement and depth it showed.
It's so easy to get around with wayshrines carefully placed so that you are almost always close to any destination.
The housing is awesome with so many types, styles and costs to choose from, including a few free ones (I won't say more cuz "spoilers")
ESO+ is soooo worth it, I payed more for WOW and got nothing but access to the game with crappier and crappier content and a complete lack of interest from the devs. With ESO+ you get the bottomless crafting bag, free DLC, access to special purchases, 1600+ crowns per month, double furniture space in houses, double bank space. Everyone who logs on get a daily gift.
FFXIV is a great game as well and I've played it but the time investment is too much. ESO lets me spend as little or as much time as I like and never feel "left behind".
ESO for me is about the journey, not the rush to the end and I for one think it's a fantasticly enjoyable journey.

And here lies the issue, everything that isn't PvP or anything more challenging PvE runs perfectly fine in ESO. However, outside of the situations you mentioned, the game is absolutely horrible in terms of performance.
I play on a slightly older laptop and I'm used to playing with a bit lower performance, but when I can't even do a BG or any veteran trial without having 10 fps and 400 ping (which has been the case since earlier this year, never been this bad before even for me) then you can't say that the game is fine.
ESO´s biggest flaw has always been and will always be it's garbage performance.

How is it degrading? Those are two activities that you can literally do in ESO. Aren't you disparaging them yourself by assuming insult? The reality is that crafting, resource farming, house decoration, and other non-group non-combat activities have no particular issues in ESO. The same is not true for those group/combat activities.
