Bug: Non-sittable bench in Rimmen

Within Rimmen, at approximately 23.96x43.38, there is a bench which no one is able to sit on.

I understand this is most likely due to a quest-related NPC that is not showing up, but I wanted to make the video anyway because I felt like it.
