Teleport not working?

Why does teleporting to a guild member or friend sometimes not work at all or takes super long to channel the port? When i try to teleport and I don't start tping, I can press teleport again and it will instantly cast it, but then it says I'm busy and the teleport doesn't happen. Does anyone have the same issues?
