Yeah, I actually found out that I can loot CE Elsweyr maps from dead enemies and even chests.
These are unbound and tradeable.
Problem is: I did not find the mud hill where I am supposed to dig for the chest. Looks like the unbound CE treasure maps come without treasure.
Before you ask: I verified the chest location with images and even a YT guide. No hills for unbound CE maps.
