Guild finder - can't apply to a "full" guild, but the guild still appears in results?

I was under the impression that guilds that are full drop out of the guild finder results.

Been looking for a secondary trading guild, and there's one that pops up with 495 members every time I refresh. However, I can't apply because it says the guild is full.

If this isn't a bug, then disregard, but shouldn't a full guild just not show up in the list at all?

    495 is not a full guild, so not sure why you can't get in.

    Unless there is a que of people already in line ahead of you that have not received or accepted their invitations and those have to be worked through before you can get in.

    I know when inviting manually, I can invite more than I have spaces for, but only will the guild accept 500 Members.

    Issue I have with the way this Guild Finder is implemented is as follows.... The guild is full and no one can apply to the guild until space opens up due to inactives and those that don't meet their sales quotas or dues. But that doesn't stop people from asking to get in the guild. I which means I have to either keep a separate waiting list, which defeats the purpose of of having the guild finder, OR what I have been doings is keeping the roster at 499 members so people can still apply. But then whenever I go to accept new members I get a random sample of the applications not a full list and I can't be sure am inviting the person who has been waiting the longest.
